load / storable compiler settings

It should be possible to save the compiler settings for one compiler and load them back again. This makes it easy to spread the same compiler settings to several Code::Blocks installations on different computers. This is especially helpful, if projects are shared between these computers and the compiler ID is deviated from the compiler name (so all installations must have the same compiler name).
