Small project templates annoyance

Each time File->New project is opened, it shows wizard-based templates only. This might be a little bit annoying in some cases, like when someone keep Generic wizard plugin disabled, or generally when someone simply prefer file based templates.

Proposed behaviour:

- remember user preference for this dialog

- at least disable wizard-based templates/enable file-based templates if Generic plugin is disabled. :)
