Keyboard shortcuts stopped working for local keybord layout

After update to svn 9660 such commonly used combinations as Ctrl+C, Ctrl+V and other stopped working for my local keyboard layout (rus). It worked for the past five years. For the standard English keyboard layout all unchanged.
