To-Do List broken on Windows
On Windows XP, nightly build for SVN 4837,
the To-Do List does not refresh. I get no listing at all unless
Settings->Environment ->To-do List ->Auto-refresh is checked.
Even then, display is erratic when switching between Current/Open/Project files and when refreshing.

Decided to experiment with CB on Ubuntu Gutsy Gibbon, (SVN 4837) and got essentially the same type of erratic behavior for To-Do List. Because of this, I don't think it is a windows-related problem.

This bug is now fixed in HEAD.
