window layout reorder after F2

if you press F2 twice while you ordered a some windows over the message window, the message window appears in the row of windows and you only have one row.

because even i didn't understand my own words i made a screenshot :)

btw it would be nice if one could group some windows(esp the debbuging windows) with tabs like in the message window or the Manager.
