Ease of adding new line

Hello and Good day!

I would like to know first if there's an existing feature as "adding-hotkey-then-perform-certain-operation" ?

Certain operation would be, of-course, user-defined, like adding characters/strings/ into the text-editor by pressing keys or hovering into a certain variable during debugging then do some work.

For example, I would like to have a CTRL + ENTER w/c will enter a new line above the current line where the cursor lies.
