Souce file format changing feature

I am working on a chinese version of windows and found that when you create a project with the default templates which maybe not a UTF-8 or formats other than the original ,and if you enter some Chinese charactors inside a string you can not compile the project.Also I found that there is no way to change the file code format though you can create new file with new format,so a feature needed to handle the source file to a right format for compile.I found the previous nightly build(5911) can handle the format automatically but the new build (6023) lost the feature.
