Added support for .vsprops files

Visual Studio offers a feature which is very helpful in managing build configurations; Project Property Sheets.

Adding vsprops support to Codeblocks would greatly improve consistency across large projects and projects compiled under multiple compilers. It would also enable the user to manage build configurations easily, reducing the possibility of configuration errors.

The very minimum support which would be benificial would be to enable importing Visual Studio projects which use project property sheets.
