Provide plugins SDK as separate donwload

It would be fine that the plugin SDK were available as a separate download on the codeblock's website since I'm not sure that plugins developers (I'd like to develop one for myself) are happy to be obliged to compile codeblocks by themselves in order to create a *little, in my case,* plugin if they are under window.
