Apostrophes in XML file will cause C::B to refuse to load
TinyXML gives an error when an apostrophe is used in a colour scheme name (and, possibly, other names). While the ' is escaped into an XML-friendly form in the name, the original "hallowe'en" was turned into tag form which confused me for some minutes when it made the IDE refuse to load.
Putting the config through an XML validator let me see where the error was.

Could you give some steps to reproduce this? Thanks. :)

Yeah, like I said: Create an editor colour scheme that has the name Hallowe'en. Next time, CodeBlocks won't load.
