Language pack on Launchpad is not availabe default

Codeblocks is tranlated into many launguages on launchpad.

However,the .po file is not availabe and we cannot use it in our defalut launguage by default if you install it automatically.

so i suggest that packages include launguage packs and right launguage settings.
