Comment/Uncomment Shortcut Keys stop working

Using: Nightly Build (SVN 5696) Windows Unicode under Windows XP SP3

Also occurs with Nighly Build (SVN 5678).

Possibly started to occur with Nightly Build (SVN 5616).

Steps to reproduce:

1) Open a project and a file (C, C++, SQL, etc.) within the project.

2) Open the Editor Settings.

3) Press 'OK'. (No changes to the settings are needed)

The Comment Shortcut (Ctrl-Shift-C) stops working.

The Uncomment Shortcut (Ctrl-Shift-X) stops working.

The features do not work through selecting the menu item in the Edit Menu either.
