Create wxWidget-Project without static und monolithic

Code::Blocks svn 5382

If I creating a wxWidget-Project and have deaktive the Settings "Use wxWidgets DLL" and "wxWidget is built as a monolithic library" so we fail this 2 Link libraries at the Build Options:

- libwxjpeg.a

- libwxtiff.a.

Windows XP SP3.
