Horizontal Scroll Bar Always Visible

The horizontal scroll bar is always visible at the bottom of the editor window even when not needed. If a file is completely visible within the window boundaries the vertical scroll bar disappears as expected but the horizontal scroll bar never does.

I confirmed that all end of line characters were within the window boundaries by displaying them.

Conditions: SVN 4051 running in Windows XP. Folding disabled. Word wrap disabled. Strip trailing blanks enabled.
